Dr. O’Neil studied chemistry/biochemistry at East Carolina University in Greenville, NC. He received his Doctor of Pharmacy from the University of North Carolina at Chapel Hill, NC.

Dr. O’Neil was a critical care pharmacist and pain specialist in several institutions including; North Carolina Memorial Hospital in Chapel Hill, NC, the Medical University of South Carolina in Charleston, SC, Charleston Area Medical Center in Charleston, WV and St. Mary’s Medical Center in Huntington, WV. Dr. O’Neil has been a clinical coordinator of hospital pharmacy services.  Dr. O’Neil has served as residency director in several institutions.

Dr. O’Neil has taught pharmacy students/residents and medical students/residents in the classroom and at the bedside for more than 23 years. He has completed research and published in several leading health professional journals including pharmacy, dentistry and nursing.

For more than 18 years, Dr. O’Neil has served as consultant and expert on prescription drug abuse and diversion for several entities including the DEA, the West Virginia Bureau of Criminal Investigation, the US Attorney’s Office, the WV Board of Osteopathic Medicine, the WV Board of Dental Examiners, the American Association of Dental Boards and several law enforcement agencies. In 2003, Dr. O’Neil developed and implemented the West Virginia Pharmacist Recovery Network where he served as the Executive Director and investigator for the WVPRN for over eight years.  Dr. O’Neil developed and chaired f the West Virginia Controlled Substance Advisory Board and was the founding president of the West Virginia Chapter of National Association of Drug Diversion Investigators.

For 12 years Dr. O’Neil has been a certified K9 trainer and handler with a Specialty in narcotics.

Dr. O’Neil was appointed to the WV Governor’s advisory board for substance abuse and to the Governors multi-state drug task force for drug abuse and diversion (which includes WV, TN, KY and Ohio). Dr. O’Neil was recently honored by the WV US Attorney’s Office and awarded the 2011 United States Attorney’s Law Enforcement and Victim Assistance Award.
